Assuming it works like previous Aironet access points, the country information
is not in the firmware or even in the access point proper, but in the eeprom
of the radio card.  If you have an older Aironet product (AP4800/BR500/BR34x/
UC/MC4800) you could put the card in that and use the eeprom option of the
hidden zz menu to set the country.
