With 0.4dB of loss in the coax, they have an EIRP of 36dBm, which is FCC "legit". That doesn't mean that they got FCC certified, that would require testing, and they would need to comply with the limits for out of band emissions, occupied bandwidth, etc. Which they appear to have done. Their Grantee code is PJ9.
