The best authentication device for HotSpot is IP3 from 
http://www.ip3networks.com

They can link to AAA Radius Server or their local authentication.

With IP3 at the front of your network, you can control user with user name, 
password, IP Address or MAC Address.

They also included a bandwidth limiter, accounting, VLAN and special 
feauture design for hotel systems.
