This is a great idea but how is it implemented in the US?

You need to calculate the materials and labor cost, then find a company that can lay the fiber.
Next you write a proposal and submit it to your local municipality.

But most telcom/ISP companies are already involved in local governments and will no doubt use
the power of their influence to make a compelling case why the city should contract with
them and not you.
