I didn't see mac address blocking in the ipfw man file, however, I do know ipfw would allow me to block or allow based on IP addresses. While not as solid as mac addresses, it would do. (And yes, I know that mac addresses can be changed (I've been doing that since the 80's), and that IP addresses can be changed too... but it's a start, and probably good enough for this small town.)
