Use ifconfig here rather than these options.  wicontrol in NetBSD
already has removed them, and I plan on doing something similar to
FreeBSD's wicontrol.

I don't think this is required, and may be the source of your
problems.  I don't use it and have a very similar setup to what you
have.

This is meaningless in some ways, since it is the access point.  You'd
have to see what the client's signal strenths are.
