Yeah, I think "Programmable Wireless Networking" would be where it's at
for us.  Nitin Vaidya would be a great PI; also, LIS would be interested
in working with us.  If we include the information system in the
description of the project - essentially, managing and displaying network
and GIS data, LIS might have some good people for that.
