It seems to me that both of these efforts could profit from a conversation 
with Norm Montgomery ([email protected]) who designed a very similar program for a 
smart building (23 stories) in Englewood that would have broadband to the 
building, and wires up to WAPS on alternate floors, and then Motorola Canopy 
distribution to various public interest locations in East Englewood.

Lots of thinking on this has been done already.  Perhaps time to pool 
experiences.
