[CUWiN] CUWiN PSA for WRFU 104.5...

josh from the Philly project brought up an awesome idea to put a cuwin
public service announcement (psa) in WRFU's automation system.  these
are typically no longer than 30 seconds.  being fairly new to the
project, i wanted to call out to the more seasoned cuwiners for the
verbiage you have been using when describing what the project is doing
for the non geeks and geeks alike that will hear the psa and a list of
items that should for sure be included.
