The FCC is a more lenient for fixed point-to-point installations; see Title 47, part 15, section 247 of the Code of Federal Regulations: http://tinyurl.com/oa83g Note also the allowed EIRP by the FCC is a lot higher than 100mW.. 1000mW with a 6dB antenna for multipoint links =3D=3D 4000mW EIRP.
