What part of PTP membership or involvement requires anyone to talk to the officers? It seems like it would be the responsibility of the officers to have any regular discussions about anything. It also seems more reasonable that any topic the spokesperson of the personal telco project has questions about or needs information that is the opinion of the group should bring those to the attention of the general mailing list or wiki for discussion. As you've already stated you don't have regular discussions about PTP with anyone. Also I don't not mean to imply that the spokesperson should need to broach every topic to these forums. But should go there first when seeking clarification.
