i see there are many different scenarios and some are harmless.

true, but how about this scenario, we talk to OCC management and find
out  the 11wireless contract has since expired and no such provider
restriction exists any more or we find the management is unhappy with
the current arrangement and just talking to him or her gets them
thinking about moving towards changing it.
