Am I misunderstanding, or is this a conceivable grant-proposal:

  "We will use the existing cable infrastructure to serve
   as a wired data-backbone for our 100+ community
   wireless nodes. This will enable us to rapidly expand
   coverage as it will greatly decrease the cost associated with
   redundant internet connections. A community network brings
   great value such as..."

Seems too good to be true or something. I'm probably misunderstanding.
