Um. PSU has been using NoCatAuth for "pubnet" for several years now....? 
Maybe "in the past" is a long time ago. AFAIK, they don't do MAC 
whitelisting, but use your "Odin account" for authentication. Maybe 
you're saying that it is open to the public now? That'd be really neat.
Last I talked with PSU IT/CAT folks (8 months ago?) they were lamenting 
the instability of NoCat and were hoping to switch to something else. 
So, um, I'm a bit confused -- perhaps you (or someone else) can clarify.
