We have done conference calls with several cellular and WBA equipment and 
service operators around the world and the subject of site location costs 
came up.  IN some cases this is the highest cost: higher by far than the 
equipment, installation and maintenance costs. In major cities around the 
world the site leasing costs have been escalating as building owners and 
tower operators have come to realize that they have a monopoly and can 
charge whatever the competitive market will pay.  This has driven some 
equipment companies to figure out ways to reduce the size and appearance 
impacts of antenna assemblies and to co-locate installations with other 
service providers.  It would be nice to get free access to rooftops of major 
buildings but if it is a prime location chances are that the owners will 
sell access at a premium.  Obviously this changes as you move out away from 
the major buildings or if you have connections to gain access. I don't have 
any particular knowledge of what the situation is in Seattle.  Our surveys 
of equipment and service providers was to build cost models and industry 
analysis: we made no attempts to build an inventory of available sites.

There are no known past or existing projects/attempts to plant an
antenna on the UWMC BB Tower.

I really think you should push ahead on talking to UW in regards to this
project.  We have had past success  with the SPU IEEE group.  Today, I
suspect that the project has gone stale as past students have long
graduated.  I think its still up on the roof though.

Other than the technical considerations, I think the most important
piece of a university/educational installation is to keep people
interested year after year.  Otherwise, it will end up being last year's
science project.  If that means that core/edu task group SWN members
routinely stay in contact and work with students, this can also be
arranged.
