Silly me, I might have almost exactly what you need.

How about a pair of 16-channel TDM multiplexers.
These will allow you to configure from 1-16 independant
channels as voice, data, fax, whatever, simultaneously,
with each channel capable of up to 512kbps, and the total
bandwidth of the aggregate at 2048kbps.  Set up one at each
end of a microwave link, say one near ground zero and the other
on a mountain top.  You might can find an existing site that will
allow you to lease a bit of room for the weekend or piggy back
for free.  I'd consider a rental or purchase arrangement.  With a
decent antenna up top you might be able to whack a site in Reno
to receive the feed.  Not sure what you've got in the vicinity for
mountain tops and how close they are to where you'll be working.
