And like ham radio, the missing pieces for a CWN are clear to see: we are being screwed by the laws in place which protect the telcos and cablecos, and transfer advantage to the governments and corporations involved. You're right, and I must admit it ---I don't support any governmental unit leasing or acquiring capacity from the local RBOC or cable franchise. Not backbone resources, not router, last 100 feet, nothing. Enough already, with the government-industry model. It's like church and state. It just doesn't work. You will end up with X millions of slavish consumers on tethered Microsoft or cable clients. The potential of the Internet will not be reached. We have been going backwards.
