They have resellable DSL through Qwest and COVAD and so have pretty 
fair coverage of the Western Washington area.  They also handle most of 
the gory details of ISP management, and can provide technical support 
direct to your end-user if that's something you are looking for.  They 
also provide for resale more high bandwidth connections, if you ever 
need to upgrade your capacity.

I found only one other outfit doing anything like this in this part of 
the country--New Edge Networks--but there is some bad buzz about them 
on the boards I checked, and their pricing was high for what they were 
offering.

You can always do a deal with the telco covering the area you are 
working with, of course, but it can be a pain to get into a partnering 
arrangement with one of those behemoths without losing your head.  VISP 
acts as a sort of middleman and are much easier to deal with.
