OT: about web cams

I'm puzzled about web cams and I'm wondering if someone can enlighten me a
bit.

There are a few web cam images from out in the world that I like to keep up
on my desktop.   Typically, they refresh every 60 seconds or so.   Some
days, I put them up and the refreshing happens automatically all day.
Other days, I put them up and they never refresh and I have to go and punch
the brower's refresh button to get the latest image.

It's not a big deal but it annoys me because I can't see what the different
is from one day to the next.   One of the cams I like to watch is:

This is a web cam out at La Push on the Olympic Coast.  And today, it is
updating fine.

Any thoughts?

Also, if someone knows where I can find some info about how to setup my own
HTML page here and embed other folk's web cam images into it so I can have
better control of how much of my desktop real estate I'm using, that would
be much appreciated too.   I understand HTML fairly well but when I look at
the source behind the web pages with cams, I see a lot of variety and I'm
looking for something that will pull it all together for me.
