What if you were to contact a telecom company that does payphones, and
offer them the space, as well as the PSTN link/backhaul?  

While my knowledge is limited in regards to payphones, I am certain they
can handle a POTS handoff (which is what you'd be giving them).  The
only trick there would be accounting.
