The term you are looking for is SLA, or Service Level Agreement. Typically business service contracts have SLAs. Residential services, whether it be cable, DSL, wireless, etc. do not have SLAs and are typically ratioed out higher in terms of users vs. capacity. Some SLAs even offer financial compensation beyond crediting the full amount of the service provided. This can make outages extremely expensive for providers, and is an incentive not to have outages. Bottom line, you will pay a significant amount more for service with SLA because they actually have to put real money and labor into maintenance, redundancy, etc. Calling up, complaining, and getting credit for an outage is not an SLA.
