Wireless ISP in Nicaragua

Sorry to butt in.  Just desperate for some help.  If you can point me in the
right direction, then I'll be on my way.

I've got an AP setup and I'm having a little trouble.  I'm trying to move
from a 200mw radio to a 100mw w/ a 2 watt amp (illegal in the US), but I'm
not getting the expected results.

What I've got is an Orinoco AP2000 with an Orinoco Classic Gold PC card
(100mw).  When I connect it to my 14 dbi sector antenna directly, I get
about 22-25% (-27db signal, -95db noise) signal from about 2.5 km away.
When I put the 2 watt amp in between, I only get 47% (-47db signal, -95db
noise) from the same location.  I'm expecting a lot better.

In this configuration I've got the radio and antenna next to each other, so
there's very little cable.  I do plan on using 50' of LMR400, but at this
time that's not the problem.

Any suggestions?
