Search for APRS on google. It stands for automatic position reporting
system. It is an amateur radio mode which allows for exactly what you want!
The same protocols and software can easily be used on any frequency, so its
not strictly for ham radio!

Does anyone here  have any experience with mobile packet radio solutions?
The application  I'm looking to build is for airborne SAR missions.  The
goal is to take a  low cost GPS deployed in search aircraft, and broadcast
coordinates to an  airborne digipeater which would then relay the data to
the mission base for ATC  purposes.  Any ideas?
