Certainly if you are a federal agency coming up with a frequency to use should be no problem. APRS works in any band you have a radio for. Technically data isn't allowed on frs, but I have used aprs on it without problems. Im not sure of GMRS OR MURS liscensing but they may allow data and only require a registration fee for an entire site or user. GMRS radios work especially well on airborne units providing very long range dependent on aircraft altitude. APRS is a great technology and there is limitless information on the internet regarding it. If you are truly interested in a deployment a local amateur radio group should provide all the help you should need. They will of course try to get you to get you ham ticket but just ignore that, as long as you have a radio solution that doesn't violate the fcc rules they should be more than helpful. Even with that said, I encourage you and your agency to get as many of your staff as possible into ham radio. Hurricane Katrina has proved just how valuable ham communications can be. Any ideas? > You might consider actually becoming an amateur radio operator ... the licensing for VHF is relatively painless. Hams routinely participate in search and rescue. In addition, the digipeaters / nodes would likely already be there for you to use.
