I'm not sure about the rules but I think all of the equipment 
could belong to one licensed ham and be deployed on various 
aircraft. Also, as mentioned, in that case you'd likely have 
access to existing digipeaters and nodes. Or you could deploy one 
yourself if needed. Slow scan TV might also be possible. I'd check 
in with the amateur groups in your region if interested in this 
option.
