I think he means that the public APs listed in databases like nodedb.com 
are maintained by individuals. Each AP, then, has a broadband connection 
from whatever ISP it's connected to (e.g. Speakeasy, Comcast, Earthlink, 
etc.). SeattleWireless.com's website, however, seems to imply that 
they're providing the infrastructure behind the access points. See the

After a quick perusal, though, I'm seeing contradictory information 
between their product page and their FAQ. I also don't see any sort of 
network maps, acceptable use policies, or other information that a 
typical ISP, WISP, or NSP would have. Also note that their signup page 
has been disabled but still uses an SSL certificate that expired in 
March of 2004. On top of that, there's enough sensationalizing and 
buzzword dropping that I would be wary of giving them money in the first 
place. The volunteer and affiliate offers are quite amusing (see the 
community link).
