General WiFi: Shipboard WiFi

I am currently a student at one of the state maritime academy's. we are trying to get our training vessel setup with a wireless network one thea would support multiple SIP handsets and allow them to roam between AP this is not something i have much experience in but what i would like to know from you folks is the following. what hardware should i use? i need 11b for the handsets being that this is a ship all the wall are steel so we will have multiple AP throughout the ship they will all need to allow roaming and for security must support wpa tkip. how would i go about configuring this? a wireless link with multiple redundant connections for shore side operations (while in home berth) I have decided on using the following basic con fig shore side their will be one computer running Clark connect and asterisk it will have at least one AP attached to it . it will serve as the link between the campus and the ships network (both for the phones and the Internet) on the ship i will have a computer running Clark connect and asterisk this machine will have at least one Orinoco gold wireless card (for compatibility with the Clark connect wireless client software) and three nic (booth the wireless and one NIC will be assigned external) the other nic one will service the AP's and the other will service hard line devices (computer lab, and wired sip phones) on the wireless side i will need your assistance with configuration and hardware choice some AP may be on the outside deck fro crew members and cadets on deck the remainders will be indoors from th pilot house to the engine room (IE many different levels of vibration and heat) preferable the i will be able to power the devices with a single POE injector and thus one battery backup for the whole system the ship is 269 feet from bow to stern and has three outside decks for a total of five inside) you can look up the specs on the USS persistent (when she was a navy ship) she is a T.A.G.O.S vessel. any help you can render would be great.
