The R-type FCC Commissioners probably got the idea from watching their boss, Shrub himself, issue 700+ -- and counting -- so-called "signing statements", in which he signs a bill into law, but states that, at least in part, he does not intend to enforce it -- in fact, he directs the Executive branch not to do so. Not what they taught you in high school civics class, is it?
