You can get this suitable POE device quite inexpensively:

The Keptel CG-1500 is a nice, inexpensive outdoor box but not quite 
ideal for this purpose, esp. if you're intent on saving as much as possible.

Unfortunately, the Meraki Mini isn't certified for high-gain antennas, 
just up to 5 dbi omni. If you'd want to be using higher-gain antennas 
it'd be good to let the folks at Meraki know that as they plan future 
products.
