wireless mesh how-to

I'm interested in helping create a wireless network.
I live in Ames, IA.
I emailed Seattle Wireless a year ago, and I'm starting up research
again.

I'm a bit new to all this, and it would be great to be brought up to
speed...

I'm interested in decentralized, wireless mesh networks.

I recently read this, and mattw just brought up a product that is $79

Some questions to start with:

These packages receive and put out signals themselves? Do they just
sort of repeat signals?
A link to a broader network has to be from somewhere...
Does the system contract with a telecom company, and who pays for
that?
Who sets up the original "node" or access point - is that an ISP, and
who controls it?
