Having two packages sounds like the best answer to me as well, for two
reasons.  Firstly one of the packages requires the libgnutls12 package
and the other one doesn't.  Secondly some people might be happier if
they know that there is no way that WWWOFFLE can be looking at their
top-secret encrypted data transfers.
