The syntax is checked before the entry is made to the file. Try making a change and have a look, you should get an error message (for example try setting a Boolean value to something other than the allowed values (yes, no, 0, 1, true, false)). Re-reading the file is another issue. If you use the configuration web pages a lot I see that it could be annoying.
