The monitored items are not fetched after all of the other items, but
they are not requested until going online which will mean that they
will tend to be at the end of the outgoing list.  There is not a
deliberate intention to fetch them last, but then again nothing is
done to make them fetched first.

The order that things are fetched doesn't really matter unless you are
not fetching everything when online because you break the connection.
If this happens often then changing the order that you fetch things
isn't really going to help, you will always have some files missing.
