This is a documentation bug only.  I don't know what I was doing when
I wrote those words.  The correction (including the grammatical error
you noticed) would be:

*://*/*             Any protocol, Any host, Any port, Any path, Any args
                    (This is the default for options that can have a <URL-SPEC>
                    prefix when none is specified).
