emacs shortcut valid until next upgrade

I wish wwwoffle.config would have this added at the very end:

# For Emacs users:
# Local Variables:
# compile-command: "wwwoffle -config"
# End:

We could add it ourselves, but it gets stripped off each upgrade by
upgrade-config.pl .

Emacs users could then ride the Rolls Royce of file writing, grammar
check, and updating the server all in one step, with M-x compile.
