Why bother?
$ apt-cache policy wwwoffle
Installed: 2.8c-1
Candidate: 2.8c-1
sid/main Packages
As you can see "sid" (unstable) Debian is already 2.8c.
And, using sid, you have the advantage of getting prompt courteous
answers from the Debian wwwoffle maintainer.  He can hardly help you
if you insist on using older debian packages or [shudder] compiling
and installing wwwoffle all on your own.
