When WWWOFFLE writes out the modified configuration files after
editing them using the web interface the intention is that they retain
their original permissions (it is a bug if you find they change).  You
can only rely on this from version 2.8 though when the default
location of the configuration file changed from /etc/wwwoffle.conf to
/etc/wwwoffle/wwwoffle.conf.
