Maybe, I chose my example badly.

Having a copy of a package downloaded with "apt-get install" in the
WWWOFFLE cache may be a bonus.  Swelling the cache with all the
packages that "apt-get dist-upgrade" would fetch (if I were ever to
attempt such an action) is another story.

However, given the follow-up posting, it looks as though my initial
query has opened new worlds for at least one WWWOFFLE user.
