Thanks to Steve, I found a small problem in my testing logic - I was
testing from the same multi-homed machine, so when the outgoing FTP
connections were established, it grabbed a different IP each time, so
there wasn't a problem with per_source after all.

I ran the same test script from a different machine with only 1 IP
address and it works fine.
