The error message you are seeing comes from the cps
handler. cps was set low in the past and you may want to
bump it up. How many concurrent users do you allow? For
example, if you allow 10 concurrent users with 5 sessions
each, you could theoretically have 50 legitimate
connections per second.

The cps directive is processed before the per_source and
they are processed together. If either trigger, the
connection is rejected.
