According to man xinetd.conf there is no distinction
between the start and fail messages in terms of priority.
As far as xinetd is concerned its just logging the fact
that they occurred. It can set the priority to warning, but
that would be for both kinds of messages, and probably
others, too.

I'm sure its possible to filter the messages better in
post-processing software. There's a number of different
logwatching tools that have different capabilities. There
are other versions of syslog, too, that may be able to
filter messages.

I would be reluctant to change in xinetd to make the
priorities different for pass & fail messages. It should be
possible to sort them out as is. Logrotate and awk may be
enough to do it.
