Each one will require the "id" attribute t be set. It must be different - telnet1, telnet2, telnet3, etc. You will also have to set the bind attribute to 1 address each. I should take a look at the examples, the ones you put in the e-mails message just look bad. REUSE is on by default, so its not needed and USERID will slow eveything down and is untrustworthy unless you control all machines that access the server.
