What I've had to do in the past is setup a ssh tunnel at
boot time that stays up. Then use the redirect function of
xinetd to redirect traffic from the port xinetd listens on
to the tunnel. I couldn't get it working easily the way you
are trying. I also didn't have a lot of time to do it.

You may also want to look at stunnel. It can be run off of
xinetd or standalone. It was designed to do encrypted
tunneling. I've done a lot of code reviews and submitted a
lot of patches to the stunnel team and it is stable and
secure as long as you are running 3.25 or 4.04.
