I'm not sure we talking about the same thing..

The link-local route is needed and was fine (there was a route for 
169.254/16 out pan0).  The oddity was that for some reason there was 
also a default route out the pan0 interface with a next hop of 0.0.0.0.

Is the addition of a default route intended?  If so, what was it 
intended to achieve?
