Izumi and all, Yes, it is obvious and has been for some time that such dolling out of IPv6 address has gone the way in which ARIN at one time dolled out helter skelter to it's "Political friends" during the Postel era for IPv4 which generated the @Home controversy and led to IP Address hoarding that took years to address. It now again seems that bad history is repeating itself and perhaps the action you suggest Izumi is too little too late...
