We'll make allocations to any LIR that qualifies. It doesn't matter 
whether they're universities or ordinary "for profit" ISPs.

Where a policy like this has been approved I think they're broadly 
similar.

I can see that there is an active ARIN policy proposal, here:

but I'm not sure exactly where the proposal is in the ARIN policy 
development process.
