That is why I mentioned UN, which is, in theory, a politically neutral body working for everyone's good. Another source could be e.g. an Internet Charity Fund or a Red Cross. I guess the fundamental question is whether IP addresses are for sale or not. If they are not, than there is a need for a "neutral" funding to preserve the network neutrality. As long as IP addresses are sold deep pockets get an advantage.
