I strongly doubt that you will get anywhere with a global
policy proposal. There is a reason that RIRs set their
policies independently. The IPv6 policy was a special case
due to the need to create a new policy for a new type of
address. But from now on, the 5 RIRs are likely to continue
making local changes to policies and it is extremenly unlikely
for any global policy to survive the 5 RIRs intact.

In fact, the concept of a global policy is in direct 
contradiction with the bottom-up nature of the RIRs.
