Mainly because it make people think that Everybody that request a piece of 
IP addresses and move it around and announce it wherever they want it. 
With IPv4 the numbers aren´t that large, compare that to IPv6 where we 
have some ^bignumber more of space to waste.

those willing to pay a fee, do some paperwork but most important, can 
_justify_ the address space! No need to look at large, just the justify 
the _usage_ part of it.

As long as people think connectivity in terms of "I control this netblock 
and I can move it to whatever other ISP I want without renumbering 
internaly" we will have this problem.

I can´t see other solution to the basic problem than to remove the view of 
IP addresses away from the end-user and over to the ISP. Make end-users 
care more about connectivity than the above "I control this ..." way of 
thinking.

How to do that, well, one option are the ISPs, they should take the 
challenge of selling connectivity so well that end-users don´t care about 
IP addresses. And still help the end-users that can justify having their 
own address space to get it...
