I would say use common sense to judge if the organization have a real need 
for their own netblock or not... except that the view on common sense are 
far from common.

In theory my suggestion do sound easy enough really... but the more I 
think about it the more I´m sure it´s not the right place (the policy on 
who get IP or not) to solve the real problem. It´s far more complicated 
than to adjust who get IP or not from the RIRs because that would just 
been a temporarly hack that would last 5-10years or so until something 
better are in place.
